Add flour, salt and pepper into the slow cooker, tossing meat to completely coat in flour mixture.
Add broth, potatoes, carrots, onion, celery, Worcestershire sauce, paprika, minced garlic and bay leaf to slow cooker, stirring to combine.
Close lid and cook on HIGH 5-6 hours, or LOW for 8-12 hours. You want to cook it until beef is fully cooked and tender, easily sliced with a fork. Serve and enjoy!
